Yes, and on the seaward side of Port Talbot it happens routinely without anything at all being wrong with the roof. The reason is not how much rain falls. It is the angle it arrives at.
A pitched roof works by overlap. Each tile or slate covers the head of the one below it, so water running down the surface never reaches a joint. It is an elegant and extremely reliable arrangement, and it assumes one thing: that the water is travelling downwards.
Wind-driven rain coming in off Swansea Bay does not travel downwards. It arrives close to horizontal, and horizontal water gets into laps, joints and overlaps that vertical water never touches. It can also be pushed UP a slope, against the direction the roof is designed to shed.
So a roof here can be watertight through years of ordinary weather and leak in a single storm with nothing broken, nothing missing and nothing to see from the pavement. That is not a mystery and it is not bad workmanship. It is the roof being asked to do something it was not designed for.
Driven rain has a direction, which means the damage has a direction, which means you can narrow it down before anybody comes out.
The elevations that face the bay take the driven rain and the strongest wind. If the damp appears on that side of the house, that is where to look. If it appears on the sheltered side, driven rain is a less likely explanation and something else is probably going on — a blocked gutter, a flashing, a chimney.
Tell us which elevation when you call. On a Port Talbot roof it is genuinely diagnostic, and it can be the difference between finding the entry point in twenty minutes and spending an afternoon on it. Front, back, or which way it faces — whatever you can say.
Pushed up the slope past the overlap. Shows as damp appearing only in sustained wind-driven rain from one direction, and not otherwise, which is why it can go unexplained for years.
The edges of the roof, where the covering terminates. Driven rain worked in at a verge runs along the top of the wall inside, and shows up some distance from where it entered.
The junctions — chimney, abutment wall, dormer, bay, porch. This is the most common cause of a leak with no visible roof damage at all, and on a coastal roof it is more common still, because the fixings holding lead in place corrode long before the lead itself gives up.
Not the roof at all. A blocked or overwhelmed gutter sends water down the wall behind it, saturating the wall head, the fascia and the ends of the roof timbers. Because it soaks rather than drips it appears as damp at the TOP of an upstairs wall rather than as a wet ceiling, and it gets blamed on everything except the gutter.
Worth knowing, because it changes how urgent a small leak is here.
Water driven in off the bay carries salt. Salt does not evaporate with the water — it stays in the plaster, the timber and the brickwork, and salts in masonry draw moisture back out of the air afterwards. A wall that has been repeatedly wetted with salt-bearing water can stay damp long after the leak itself is fixed, and the staining is harder to cover.
The practical consequence is that a small coastal leak is worth dealing with sooner than the equivalent leak inland, because the consequences accumulate rather than drying out between events.
Next time it rains hard, put a coat on and walk round the outside. From the ground, nothing else.
Position inside is diagnostic, and this particular position points at one thing more often than anything else on a coastal roof: flashing.
Flashing is the weatherproofing at every junction where the roof meets something else — a chimney, an abutment wall, the cheeks of a dormer, the roof of a bay or a porch. It is lead, and lead copes with marine air extremely well. Its fixings and the mortar joints it is dressed into do not, and once wind gets under a lifted edge it works it like a flag.
So damp appearing on or immediately beside a chimney breast, around a dormer, or above a bay window is worth flagging specifically when you call, because it is a different search from a leak out in the middle of a ceiling. It is also worth being wary of a cheap flashing repair: mastic and roofing cement set rigid while the roof and the masonry move at different rates, so they crack within a few years and faster than that here.
Water entering at a lap or a verge can run along the underside of the covering, cross a batten, travel down a rafter and drop through a ceiling several metres away. Following a stain straight upwards is the most reliable way to repair the wrong part of a roof.
If somebody proposes to work directly above your damp patch without having established how water could be getting there, they are guessing. A guess that misses means paying for the same leak twice.

Driven rain arriving close to horizontal gets into laps and junctions that vertical rain never reaches, and can be pushed up a slope against the fall. Nothing has to be broken for that to happen.
Because driven rain has a direction. If the leak needs wind from one particular quarter, it is getting in on that elevation, which narrows the search considerably.
That points at guttering rather than the roof covering — water going over the back of a blocked gutter saturates the wall head and the eaves. You can check it from the ground during rain.
